2016 LAPF Investments Awards – judging panel

Our judges are:



Karen Shackleton
Independent Investment Adviser

Karen is a senior adviser at AllenbridgeEpic. She is the independent investment adviser to four local authority pension funds, providing economic and market views as well as strategic advice on investment strategy. Her role includes the monitoring and selection of investment managers. Karen was Chief Executive/Managing Director of AllenbridgeEpic between 2010 and 2013, during which time the firm doubled assets advised to over £40 billion.

With a career spanning 30 years, Karen has developed an expert perspective on the industry, in-depth knowledge of the main players in the UK, and an understanding of the performance characteristics of asset classes and investment approaches under different economic climates. She has a high appreciation of investor needs, having undertaken over 650 discussions with institutional and retail investors. This is backed up by ten years’ experience as a fund manager. Karen has expertise in training and has run investment courses externally and for clients.



John Raisin
Director, John Raisin Financial Services Limited

Formerly Chief Finance Officer of Northamptonshire County Council and Director of Finance of the London Borough of Waltham Forest, John was Lead Officer to the Northamptonshire County Council Fund, and then the London Borough of Waltham Forest Fund from 2004 to 2011. John is independent adviser to four local authority pension funds. He has also recently provided consultancy support including governance and investment training, and reviews of pension administration arrangements to other LGPS funds, and acted as a consultant to other LGPS Stakeholders.



Tracey Milner
Director of UK Institutional Sales, AXA Investment Managers

Tracey joined AXA Investment Managers in 2012 as Local Authority Business Development Manager. In 2006 Tracey was appointed Pension Fund & Treasury Manager at Surrey County Council (SCC), having held a number of other roles at the authority, which she joined as a trainee accountant in 1991. Tracey continues to be a regular speaker on the LGPS ‘circuit’ (NAPF and LGC) and has lead on the development of AXA IM’s training programme for the LGPS. Tracey holds a BA (Hons) in Economics from Essex University and is a member of CIPFA.



Howard Bluston
Independent Investment Adviser

A Director for eleven years, Howard is a Pension Fund Investment Adviser, having been a City investment manager for thirty years. He was a Harrow Councillor for eight years, chairing several committees, and is currently a Director of the Northwest London Chamber of Commerce and a trustee of the Northwest London Community Foundation, Harrow Equalities Council and Edward Harvist Charity (where he is Chair).



Valentine Furniss
Independent Investment Adviser

After a career of managing investments both institutional and private Valentine has acted, over many years, as an independent investment adviser to nine local authority pension funds. In the past he has been a board member of the London Pensions Fund Authority (LPFA) and has also been a member of two investment trust boards. Valentine has been on the finance and investment committee of Cancer Research UK and is still adviser to two charities.
